HOUSTON, Texas (KTRK) -- Houston's long-struggling park system could be getting some improvements.

Since 2007, residential developers in the City of Houston have had to follow what's called the Open Space Ordinance.

It means that for every new house or apartment unit they build, developers must either set aside land or pay a one-time $700 fee to the city.
